DJI Unveils Proposal for Electronic Drone Identification

A New Framework Promoting Accountability While Safeguarding Privacy for Drone Operators

March 27, 2017 – DJI, recognized as the world’s premier developer of unmanned aircraft systems (UAS), has put forth an innovative electronic identification framework aimed at small drone operations. This initiative not only supports the identification of drone owners by authorities in the United States but also emphasizes the importance of operator privacy.

Brendan Schulman, DJI’s Vice President of Policy and Legal Affairs, underscored the company’s commitment to responsible drone usage. He stated, “DJI understands that accountability is a key part of responsible drone use, and we have outlined a proposal that balances the privacy of drone operators with the legitimate concerns authorities have about some drone operations.” This approach exemplifies how the UAS industry is devising innovative solutions to address evolving challenges within the sector.

Supporting Regulatory Mandates

Last year, U.S. Congress tasked the Federal Aviation Administration (FAA) with developing methods for the remote identification of unmanned aircraft operators and owners, establishing deadlines for implementation within the next two years. In response, DJI proposed a system wherein each drone would broadcast its location alongside a registration number or identification code. This functionality would employ affordable radio technology already available on many existing drones, facilitating broader adoption across manufacturers.

The transmissions could be picked up by anyone with the appropriate receiver; however, only law enforcement or aviation regulators would have the capability to trace this registration number back to the registered owner. This concept mirrors the automotive license plate system, allowing citizens to report concerns about errant drone flights while preserving the privacy of their operators.

Privacy-Centric Design Philosophy

In a white paper detailing the proposal, DJI elaborated on their vision: “The best solution is usually the simplest.” Emphasizing the need for an accessible but effective identification method, the company noted, “The focus of the primary method for remote identification should be on a way for anyone concerned about a drone flight in close proximity to report an identifier number to the authorities, who would then have the tools to investigate the complaint without infringing on operator privacy.”

DJI recently presented this white paper to the Association for Unmanned Vehicle Systems International (AUVSI). The organization is gathering insights from various stakeholders to shape FAA’s upcoming consensus approach to remote identification. DJI advocates for a simple transmission system over a complex network that would require real-time tracking or recording of all drones. They argued that such a design poses significant risks to user confidentiality.

Protecting Sensitive Operations

The white paper highlights occasions where drone operators may require discretion about their identity or the nature of their work. For instance, energy companies conducting surveys for potential wind farm sites may need to shield their operations from public scrutiny. DJI’s proposed framework seeks to honor the privacy of responsible drone pilots, allowing professional users to retain control over sensitive operational details.

In light of some incidents where drones have been targeted with gunfire or where drone pilots have faced threats, DJI stresses the importance of enabling drone operators to keep their identities confidential while flying lawfully.

Industry Voice on Surveillance Concerns

DJI cautions against establishing an overarching tracking model for the drone industry, asserting, “No other technology is subject to mandatory industry-wide tracking and recording of its use, and we strongly urge against making UAS the first such technology.” They further emphasized that a networked system might provide excessive information, disclosing private business data unnecessarily.

Although the majority of personal and professional drone pilots operate within safe and responsible guidelines, DJI acknowledges the real need for law enforcement and aviation regulators to identify drone operators behaving unlawfully or operating in sensitive areas. This balance of accountability and privacy echo the needs of a society that is still adapting to the growing presence of drones in airspace.
